AI assistants are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, raising alarms about a potential threat to democracy just over a week before the country’s general election.
Study Shows Repeated Partiality in AI Suggestions
The four chatbots evaluated by the authority “frequently recommend identical two parties”, irrespective of the voter’s inquiry or input, the regulator explained in a report released ahead of the 29 October election.
In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.
Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the voter’s query exactly matches the stances of these parties, the study indicated.
Official Warns Against Using AI Chatbots for Voting Guidance
The deputy head of the AP, the official Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a political group that did not necessarily align with their political views, she added.
“This directly impacts a cornerstone of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against using AI chatbots for voting advice, as their functioning is opaque and difficult to verify.”
Voting Background and Political Landscape
Netherlands citizens vote on 29 October in an electoral contest that will be keenly observed around Europe for the showing of the Freedom party.
The right-leaning group of Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors still undecided.
Every significant political faction have rejected a coalition with the Freedom party, implying the runner-up party is highly probable to provide the next prime minister.
Unintentional Bias Linked to Chatbot Functioning
The authority stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
