The Demise of the 28-Point Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the announcement of a new comprehensive peace framework for ending the war appeared – temporarily – to have been defused. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of missile and drone strikes on Kyiv.

The Pattern of Negotiation and Warfare

The succession of opposing developments captured the grim essence of the current period. By day, political struggles are fought: positive announcements are released from different nations. Significant resources is devoted on managing particular approaches. By night, Moscow clearly shows the world that, for them, military action persists as the main instrument for achieving "peace".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor rocket firings from enemy soil, a ability enabled by timely intelligence. From vantage locations, military aircraft that had been deployed to intercept incoming aerial threats roared overhead – sophisticated military planes delivered to Ukraine by Western partners.

Moments later, Kyiv's missile defense activated: several firings deployed against a hostile projectile. This was a modern interception technology at work, presumably delivered by partner states. Every firing jolts you unexpectedly, causing tremors. The instant of fear quickly transforms into sober acceptance: perhaps the hostile projectile won't cause damage this time, preventing destruction from devastation and further power outages.

Ongoing Risks

Following this, a heavy machine gun opened up on a unmanned aircraft somewhere nearby, part of a rapid response unit – probably Western-made equipment. Sadly, the bullets missed the opposing UAV – it maintained course toward its destination.

Periodically, this persisted until dawn. Kyiv greeted the daybreak reports: several casualties, damage and infrastructure problems in many homes as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – experiencing conflict. But those entire period demonstrated Ukraine's essential dependence on external assistance – a need that regional partners are evidently unprepared to fill in the short term.

Failed Diplomacy

The comprehensive proposal from American leadership sparked intense emotion, discussion and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.

Every new initiative from Washington unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually secure success. This trend will, certainly, endure.

Tactical Assessments

It is tempting to accuse certain parties of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. US administration works based on a assumption familiar among international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The White House believes that it is unfeasible to compel Moscow to abandon the land that it presently holds in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, US leadership does minimal to deter Moscow, through words or deeds, from thinking that the situation will not evolve additionally in its advantage in the coming year.

Opposing Positions

Therefore, Moscow is convinced that time is on his side – that Ukraine and its partners are nearing depletion. Their reason to accept conditions that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to stop fighting, but they will continue as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing civilians and areas but preventing a entire defensive failure until circumstances change in its benefit.

Current Realities

Realistically, there are no genuine requirements for a ceasefire. Now, personal considerations are entering the equation: personal goals to broker a ceasefire and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unsuitable, so that their priority does not shift toward homefront challenges. And although their task will now be considerably more difficult after recent developments, it remains quite doubtful that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a mere seven days to eliminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, latest revelations, all achieved their purpose.

While new proposals based on old ideas are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and reflect certain reluctance to change the course of events, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, mainly require sustained allied backing.
